What is IPMA and what this model can offer to Brazil - Part VI

 IPMA Delta®  for organisations

To fulfil the needs of organisations for assessing their competence for managing projects, programmes and portfolios, starting from their strategy, the IPMA® decided to extend the Four Level Certification (4-L-C) system for individuals and the IPMA Excellence Award for projects to include the certification of organisations with IPMA Delta®.
Short term benefits are to
·         Know the strengths and weaknesses of the organisation's care for the management of their project, programme and portfolio management
·         Identify the need for actions and the levers to improve project, programme and portfolio management
·         Start a continuous improvement process with measurable objectives
·         Compare yourself to other national and global businesses through benchmarking
·         Raise the visibility of Project Management in the organisation

Longer term benefits are to
·         Facilitate adaptation to context changes and stimulate innovation through better project results
·         Better project results through a more efficient and effective governance and mode of operations
·         Allow the people, teams and the whole organisation to develop themselves consistently and coherently
·         Improve the competitive position, using the certificate to show professionalism to customers, partners and the community

For these purposes the organisations are identified as belonging to a certain sector of the economy, as standard, large or complex or large and complex organisation. The status of their organisational competence is evaluated with the classes:
1.     Initial: The achievements of Project Management are at a personal level. There are individuals who perform well, but PP&P performance is coincidental. The organisation has no formal PP&P  standards, structures and processes in place

2.     Defined: There are partially defined PP&P standards, structures and processes in place which are partially applied in the organisation

3.     Standardised: There are fully defined PP&P standards, structures and processes in place which are mostly applied throughout the organisation

4.     Managed: There are fully defined PP&P standards, structures and processes in place which are fully applied throughout the organisation, which the Management actively controls

5.     Optimising: There are fully defined PP&P standards, structures and processes in place which are fully applied throughout the organisation, which the Management actively controls and continuously improves

The assessment combines achievements per project (P) with the competence of the individuals (I) and the organisational competence (O).

After the assessment the report is produced and presented to the customer’s organisation. The certificate has a validity of three years (or shorter when the organisation changes its structure or operation significantly). With the feedback the organisation can take up the improvement to a next level of organisational competence itself. The Certification Body and the Assessors are independent and are not doing consulting and training.
